THE REASON AND PURPOSE OF THE NATIONAL ILLITERACY ACTION PROJECTT 2007-2012

The purpose of the National Illiteracy Action Project (NIAP) is to train 66,000
Master English Tutors to provide literacy educational tutoring services to 6.6
million K-12 students and adult workforce participants, to encourage the creation of
community literacy collaborations, and to help increase the family participation in
learning to read, write and spell. Literacy tutoring programs can best be
implemented with the community as a hub and benefit participants by creating the
skills to help improve quality of life and family prosperity.

The NIAP 2007-2012 is not about more discussion, reading more books to children or
more research; it's about implementation of the National Illiteracy Action ProjectT,
based on President Reagan's National Council on Adult Education report "Illiteracy
in America: Extent, Causes, and Suggested Solutions", to solve the illiteracy
problem in America.

THE ECONOMIC IMPACT

NIAP is a self sustainable program that will provide jobs and an income of $25,000
to $50,000 per year for each Master English Tutor.

Seed funding, from strategic philanthropists and grants, is used to provide Talking
Page English Linguistics materials and training for the 66,000 Master English
Tutors. Each Master English Tutor is able to tutor 100 or more participants in one
year.

Each participant is given a battery of seven 3-minute assessment tests to determine
the English literacy skills that need to be taught.

A participant literacy learning plan with the number of tutoring hours, normally
from 20-25 hours, is agreed and signed with each participant and tutor. The tutor's
hourly fees range from $5.00 to $10.00.

THE SOCIAL IMPACT

This is the best part of the NIAP program: Master English Tutors are recruited from
each local community, businesses, faith-based organizations, and other community
partners. No prior experience or education is necessary, just neighbor helping
neighbor.
